ایمرجنسی لگانے سے پہلے مشرف نے صلاح و مشورہ نہیں کیا، انکوائری رپورٹ

اسلام آباد (انصار عباسی) ایف آئی اے کی انکوائری سے ایسا کوئی ثبوت نہیں ملا کہ سابق فوجی حکمراں جنرل (ر) پرویز مشرف نے اپنے 3 نومبر 2007ء کے اقدام سے قبل کابینہ، وزیراعظم اور گورنروں وغیرہ سے کوئی مشورہ کیا۔ 
لیفٹیننٹ جنرل (ر) خالد مقبول، متعلقہ سیکرٹریز اور صدر و وزیراعظم کے پی ایس صاحبان کسی نے بھی سابق آمر کے دعوے کی تصدیق نہیں کی۔ 
3 نومبر 2007ء کو ایمرجنسی کے نفاذ کی ایف آئی اے رپورٹ جس پر پرویز مشرف کے خلاف انتہائی غداری کے مرتکب ہونے کا مقدمہ بنا، اس کے مطابق اس بات کے ’’ناقابل تردید ثبوت اور ٹھوس دستاویزی شہادتیں‘‘ موجود ہیں کہ سابق فوجی آمر نے آئین کو سبوتاژ کیا اور غیر قانونی طور پر اپنے شخصی اقتدار کو طول دینے کے لئے ججوں کو برطرف کیا۔ 
ایف آئی اے انکوائری رپورٹ کی دستیاب نقل کے مطابق اس وقت کے اٹارنی جنرل، کابینہ سیکرٹری، صدر و وزیراعظم کے سیکرٹریز اور سیکرٹری قانون میں سے کسی نے بھی پرویز مشرف کے دعوے کی توثیق نہیں کی کہ انہوں نے اپنے غیرآئینی اقدام کے لئے کابینہ سمیت کئی ایک سے صلاح و مشورے کئے تھے۔ 
اس وقت کے گورنر پنجاب لیفٹیننٹ جنرل (ر) خالد مقبول نے بھی صلاح و مشورے کے حوالے سے پرویز مشرف کے دعوے کی تردید کی۔ 
اس وقت کے اٹارنی جنرل جسٹس (ر) ملک قیوم نے بھی واضح طور پر تردید کی کہ انہیں کوئی تحریری سفارش پیش کی گئی اور نہ ہی ایمرجنسی کے نفاذ کا معاملہ ان کے ساتھ زیربحث آیا یا مشورہ مانگا گیا۔ 
رپورٹ کے مطابق ملک قیوم کا کہنا تھا کہ انہیں 3 نومبر کےاقدام کا کوئی پیشگی علم نہ تھا۔ انہوں نے مزید کہا کہ یہ بات بڑے پیمانے پر معلوم تھی کہ پرویز مشرف ایمرجنسی کے اعلان کےلئے وزیراعظم کے سینئر مشیر قانون شریف الدین پیرزادہ سے مشورے لے رہے تھے۔ 
وزارت دفاع اور جی ایچ کیو کے حوالے سے رپورٹ میں کہا گیا ’’انکوائری ٹیم نے اعلان ایمرجنسی سے متعلقہ سمری، نوٹس اور تجاویز وغیرہ حاصل کرنے کی کوشش کی۔ تاہم وزارت دفاع کی جانب سے انظار رضوی کو فوکل پرسن مقرر کئے جانے کے باوجود انکوائری ٹیم کو کوئی متعلقہ دستاویز فراہم کی گئی اور نہ ہی دکھائی گئی۔ 
اس وقت کے پرنسپل سیکرٹری قانون جسٹس (ر) میاں محمد اجمل نے ایف آئی اے ٹیم کو بتایا کہ انہیں اعلان ایمرجنسی کے حوالے سے کسی سمری کا کوئی علم ہے اور نہ ہی ان کے دفتر سے یہ اعلان جاری ہوا ہے تاہم اعلان جاری ہونے پر وزیراعظم سیکرٹریٹ نے سپریم کورٹ کے جج صاحبان کی برطرفی کے نوٹیفکیشن پر دستخط کرنے کے لئے کہا۔ 
میاں اجمل کے مطابق پرویز مشرف نے ان سے کبھی مشورہ نہیں چاہا۔ بڑے پیمانے پر یہی سمجھا جاتا تھا کہ پرویز مشرف ملک قیوم، شریف الدین پیرزادہ اور احمد رضا قصوری ہی سے صلاح و مشورے کرتے ہیں۔ 
اس وقت کے سیکرٹری کابینہ مسعود عالم رضوی نے کہا کہ ان کے دور ملازمت میں اس وقت کے وزیراعظم شوکت عزیز نے صدر کو ایمرجنسی کے نفاذ کا کبھی مشورہ نہیں دیا جبکہ 3 نومبر 2007ء کو پرویز مشرف نے بحیثیت چیف آف آرمی اسٹاف کے دستخط کئے۔ 
رضوی نے مزید کہا کہ ان کے علم کے مطابق اعلان ایمرجنسی سے قبل اس کے نفاذ پر کابینہ میں غور ہوا اور نہ ہی وزیراعظم نے سمری صدر کو پیش کی۔ تاہم رضوی اس بات کی وضاحت نہیں کر سکے کہ انہوں نے پرویز مشرف کے دستخط سے اعلان ایمرجنسی کا نوٹیفکیشن وزیراعظم کی منظوری کے بغیر کیوں جاری کیا جو حکومت کے ایگزیکٹیو سربراہ تھے۔ 
اس وقت صدر کے سیکرٹری محسن حفیظ کے مطابق ایمرجنسی کے نفاذ کا حکم چیف آف آرمی اسٹاف کی حیثیت سے پرویز مشرف نے جاری کیا لہٰذا صدارتی سیکرٹریٹ کا اس سے کوئی لینا دینا نہیں۔ صدر کے اس وقت سیکرٹری کو اس موضوع پر اجلاس، سمری اور تفصیلات کا بھی کوئی علم نہیں۔ 
تاہم انہوں نے سوال اُٹھایا کہ کس طرح سے کابینہ سیکرٹری وزیراعظم کی تحریری منظوری کے بغیر ایمرجنسی نفاذ کا نوٹیفکیشن جاری کر سکتا ہے؟ اس وقت وزیراعظم کے پرنسپل سیکرٹری خالد سعید نے کہا کہ ان کے علم کے مطابق شوکت عزیز اور پرویز مشرف کے درمیان کوئی باقاعدہ سرکاری ملاقات نہیں ہوئی اور ان کی معلومات کے مطابق وزیراعظم دفتر کو ججوں کے رویوں پر کوئی رپورٹ، شہادت یا دستاویز وزارت قانون کی جانب سے موصول نہیں ہوئی۔ 
تاہم وہ اس کی وضاحت نہیں کر سکے کہ کابینہ سیکرٹری نے وزیراعظم کے علم یا منظوری کے بغیر نفاذ ایمرجنسی کا نوٹیفکیشن کیوں جاری کیا؟ چیف آف آرمی اسٹاف اور کابینہ سیکرٹری نے وزیراعظم سے بالواسطہ منظوری حاصل کی ہو۔ 
اس وقت کے گورنر پنجاب لیفٹیننٹ جنرل (ر) خالد مقبول نے ایف آئی اے ٹیم کو اپنے تحریری بیان میں کہا کہ پرویز مشرف کا نفاذ ایمرجنسی پر وزیراعظم اور گورنروں وغیرہ سے مشاورت کا دعویٰ غلط ہے۔ 
خالد مقبول سے قانون کے مطابق ذاتی طور پر اپنا بیان ریکارڈ کرانے کے لئے کہا گیا لیکن وہ ایف آئی اے میں پیش نہیں ہوئے۔ 
ایف آئی اے رپورٹ میں کہا گیا کہ پرویز مشرف کو بھی تحقیقات میں شامل ہونے کے لئے کہا گیا اور اپنے دفاع میں بیان دیں لیکن ان کے وکلاء صفائی نے بتایا کہ ریٹائرڈ جنرل بیمار پڑ گئے ہیں اور تحقیقات میں شامل نہیں ہو سکتے۔ 
بعدازاں وہ شامل ہو جائیں گے لیکن انہوں نے تعاون نہیں کیا۔ ایف آئی اے ٹیم نےا پنی تحقیقات 16 نومبر 2013ء کو مکمل کر لی تھی۔ سفارش کی گئی کہ وفاقی حکومت میں مجاز اتھارٹی خصوصی عدالت میں پرویز مشرف کے خلاف انتہائی غداری ایکٹ کے تحت شکایت درج کرا سکتی ہے۔ 
ٹیم نے مزید سفارش کی کہ مجاز اتھارٹی 3 نومبر 2007ء کو غیرآئینی ایمرجنسی کے نفاذ میں سہولت کاروں کے کردار کو بھی خاطر میں لے سکتی ہے۔

شہزادہ ولیم اور شہزادی میڈلٹن کا دورہ پاکستان، مقاصد کیا تھے؟
شاہی جوڑے کا دورہ پاکستان کی سیاحتی انڈسٹری اور بین المذاہب ہم آہنگی کے فروغ میں اہم کردار ادا کرے گا

شہزادہ ولیم اور ان کی اہلیہ کے حالیہ دورہ پاکستان کو کینزنگٹن پیلس کے ترجمان نے پیچیدہ قرار دیا اور اس کی وجہ سکیورٹی خدشات بتائی گئی ۔


بہت کم لوگوں کو اس بات کا علم ہے کہ آج سے تیرہ سال قبل2006ء میں ان کے والد پرنس آف ویلز شہزادہ چارلس پاکستان آئے تو ان کے مجوزہ پروگرام میں پشاور کے ایک اعتدال پسند مدرسے کا دورہ بھی شامل تھا لیکن29 اکتوبر سے تین نومبر تک، شہزادے کے دورے کے دوران باجوڑ کے ایک مدرسے پر ڈرون حملے اور بڑے پیمانے پر طلبہ کی شہادت کے باعث سکیورٹی وجوہات کے با عث مدرسے کا یہ دورہ ممکن نہ ہوا۔

حالیہ دورے میں شہزادہ ولیم اور ان کی اہلیہ کی قرآن مجید سننے کی روداد کو پاکستان اور مسلم دنیا میں بہت دلچسپی سے دیکھا جا رہا ہے۔ بلا شبہ شاہی جوڑے کا یہ اقدام بین المذاہب ہم آہنگی کو فروغ دینے میں اہم کردار ادا کرے گا جس کی آج دنیا کو بہت ضرورت ہے۔
اس سے قبل ولیم کی دادی ملکہ ایلزبتھ خود بھی پاکستان آچکی ہیں۔ ایسا محسوس ہوتا ہے کہ برطانیہ کا شاہی خاندان اب تک اس سلطنت کے اُن حصوں میں دلچسپی رکھتا ہے جس پر سورج غروب نہیں ہوتا تھا اور اسی لئے گاہے بگاہے اپنے سنہرے ادوار کی یادیں تازہ کرنے کے لئے(انگریزی اصطلاح میں اسے نوسٹلجیا کو مطمئن کرنا بھی کہہ سکتے ہیں) ایسے دورے ضروری ہیں۔

ظاہر ہے کہ یہ دورے سیاسی نہیں ہوتے لیکن ان کے علامتی اثرات کے دور رس ہونے میں کوئی شبہ نہیں ہونا چاہیے۔ نوسٹلجیا کے حوالے سیان دوروں کی علامتی اہمیت اس سے بھی ثابت ہوتی ہے کہ ایسے دورروں میں پاک افغان بارڈر پر واقع پشاور پاک کے ساتھ ساتھ افغانستان کی سرحد سے ملحق کیلاش کا علاقہ چین کی سرحد سے ملحق گلگت بلتستان بھی عموماً شامل ہوتے ہیں جو مملکت برطانیہ کی انڈیا میں آخری سرحدیں یا چیک پوسٹس تھیں۔

اہم بات یہ ہے کہ حالیہ شاہی دورہ برطانوی فارن آفس کی خواہش پر، اس کے اپنے ڈیزائن کے مطابق ترتیب دیا گیا ہے۔ شاہی جوڑے کے پاکستانی ملبوسات، رکشا کی سواری، غیر معمولی سادگی، عوام، بچوں یہاں تک کہ کتوں کے ساتھ بھی گھل مل جانے کی تعریف و توصیف کے ساتھ ساتھ کیٹ مڈلٹن کی آنجہانی ساس پرنسز آف ویلز لیڈی ڈیانا کے تذکرے بھی دوبارہ زبانوں پر ہیں۔

ولیم کی والدہ ڈیانا خود عوام میں گھل مل جانے والی خاتون تھیں۔ ان کے شاہی خاندان سے اختلافات کی ایک وجہ شاہی خاندان کی روایات کے برعکس ان کا عوامی انداز بھی تھا جو ان کی ساس کو قطعاً پسند نہیں تھا لیکن وقت کی ستم ظریفی دیکھئے کہ آج ڈیوک اینڈ ڈچز آف کیمبرج کا ’’عوامی‘‘ دورہ خود برطانوی فارن آفس نے ترتیب دیا ہے کہ ڈیانا اپنی مختصرعمر میں عوامی انداز کو برطانوی شاہی خاندان کی اقدار و روایات کا حصہ بنا گئیں۔

کوئی وقت تھا ،جب ہندوستان میں پیدا ہونے والے برطانوی بچوں کے والدین انہیں برطانیہ بھجوا دیتے تھے کہ انہیں ہندوستان کی ہوا نہ لگ جائے۔’’نائن ٹین ایٹی فور‘‘ نامی مقبول ناول کے مصنف جارج اورویل، اپنے ناول ’’کم‘‘ میں، برطانیہ اور روسی سلطنت کے درمیان گریٹ گیم کے موضوع کو مرکزی خیال بنانے والے اور انگریزی ادب کا پہلا نوبل پرائز حاصل کرنے والے رڈ یارڈ کپلنگ کے علاوہ کشمیر، چین اور مشرقی ترکستان پر اولین سفر ناموں کے مصنف معروف مہم جو سر فرانسس ینگ ہزبینڈ، تینوں ہندوستان میں پیدا ہوئے لیکن انہیں چھوٹی عمر میں انگلستان بھجوا دیا گیا۔

اس دور میں انگریز اپنی سماجی زندگی کو ہندوستانیوں سے قدرے دور رکھنا چاہتے تھے۔ پاکستان کے معروف مورخ ڈاکٹر مبارک علی نے اس موضوع پر ایک پوری کتاب لکھی ہے۔ ہندوستانیوں سے فاصلہ رکھنے میں انگریز کتنا سنجیدہ تھا، اس کا اندازہ اس بات سے ہوتا ہے کہ انگریز طوائفوں کو ہندوستان میں پریکٹس (دھندہ کرنے) کی اجازت نہیں تھی۔

پھر ایک وقت وہ بھی آیا کہ ڈیانا، برطانیہ ہی کی نہیں بلکہ دنیا کی تاریخ کیمقبول ترین برطانوی شہزادی ایک پاکستانی ڈاکٹر کے پیچھے پاکستان پہنچ گئیں۔ عمران خان کی سابق اہلیہ جمائماکی مدد سے وہ پشاور میں ڈاکٹر حسنات کے خاندان سے ملیں لیکن شہزادی کی قریب ترین دوستوں کے مطابق خود ڈاکٹر حسنات نے یہ کہہ کر ان سے شادی سے انکار کر دیا کہ وہ میڈیا کی لائم لائٹ سے دور رہنا چاہتے ہیں۔ پاپا رازی میڈیا کی غیر ذمہ داری نے شہزادی کی جان لے لی لیکن ڈاکٹر حسنات اس میڈیا کی چکا چوند سے خود کو نہ بچا سکے۔

2013 ء میں ایک برطانوی نشریاتی ادارے نے شہزادی کی زندگی پر ایک سیریل نشر کی جس میں ان کی زندگی کے آخری دو برسوںکو فوکس کیا گیا تو ڈاکٹر حسنات سے ان کے رومانس کی تفصیلات دنیا کے سامنے آنا ناگزیر ہوگئیں۔ ٹینا براؤن نامی صحافی نے ’’ڈیانا کرونکلز‘‘ نامی کتاب تصنیف کی جس میں شہزادی کی ذاتی زندگی سے متعلق ان کے ذاتی اسٹاف، دوستوں اور قریبی رشتے داروں سے ڈھائی سو سے زائد انٹرویوز کیے تو ان کی نا آسودہ ازدواجی زندگی اور ڈاکٹر حسنات کا ذکر ناگزیر تھا۔

شہزادی کی متعدد قریبی دوستوں نے گواہی دی کہ مصری نوجوان ’دودی فائد‘ جن کے ساتھ وہ پیرس کی ایک سرنگ میں تیز رفتاری کی وجہ سے ماری گئیں، کا ساتھ محض ڈاکٹر حسنات کو حسد کا شکار کرنا تھا ورنہ شہزادی کو اس نو دولتئے میں کوئی دلچسپی نہ تھی۔ یہ کہنا مشکل ہے کہ نائن الیون سے چند سال قبل اگرڈٖیانا اس پاکستانی ڈاکٹر کو شادی پر راضی کرنے میں کامیاب ہوجاتیں توبڑھتے ہوئے اسلاموفوبیا کے اس دور میں دنیا پر پاکستان اور اسلام کے حوالے سے کیا اثرات مرتب ہوتے!

پاکستان کے موجودہ وزیر اعظم عمران خان کے شہزادی ڈیانا سے مراسم رہے۔ شہزادہ ولیم بچپن میں اپنی والدہ کے ہمراہ پاکستان آئے تو انہوں نے وزیر اعظم کے گھر کرکٹ کھیلی۔ آج بھی شہزادوں کے ان کی سابق اہلیہ جمائما اور بیٹوں سے مراسم ہیں۔ اُس وقت عمران اور جمائما میاں بیوی تھے۔ ڈیانا کی آخری رسومات کی لائیو فوٹیج میں بھی یہ دونوں دیکھے گئے تھے۔ آخری رسومات میں عمران خان مروجہ رسم کے مطابق سیاہ سوٹ میں ملبوس تھے۔آج بھی شاہی جوڑے کی وزیر اعظم سے ذاتی ملاقات میں کوئی سفارتی یا ڈپلومیٹک تصنع موجود نہیں تھا۔ خان کو برابری کی بنیاد پر سابق آقاؤں کے بچوں سے تعلقات دیکھ کر بہت سے لوگوں کو خوشی ہوئی۔

برطانوی شاہی جوڑے کے عوامی دورے کو برطانوی اخبارات نے بھی بہت کوریج دی۔ امید ہے اس سے پاکستان میں سیاحت کو بھی فروغ ملے گا اور مذہبی ہم آہنگی کو بھی۔ پاکستان میں مغرب سے نفرت اور بے جا تعصب کے روئیے میں بھی کمی آئے گی۔ شاہی جوڑے کے پروگرام میں پاک افغان سرحد کے ایک علاقے کا دورہ بھی شامل تھا جو خبروں کے مطابق موسم کی خرابی کی وجہ سے ممکن نہ ہوا۔

اہم بات جو بہت کم لوگوں کو معلوم ہے وہ یہ ہے کہ ولیم کے والد شہزادہ چارلس خود مذہبی ہم آہنگی کے فروغ میں کوشاں رہے ہیں۔ اکتوبر2006ء میں ہونے والے دورے کے دوران برطانوی اخبار ’گارڈین‘ کی رپورٹ کے مطابق شہزادہ چارلس کو اسلام اور مغرب کے مابین تقسیم کے تناظر میں ایک پل کی حیثیت سے دیکھا جاتا ہے۔ یہ ’مسلم ہیریٹیج‘ نامی ایک ادارے کے سر پرست بھی ہیں جس نے قرون وسطیٰ کے زمانوں کی مسلم ایجادات پر مشتمل نمائش دنیا کے اہم شہروں میں منعقد کی اور ماضی کی شاندار اسلامی تہذیب کو دنیا کے سامنے لانے کا سبب بنی۔ اس ادارے کی سرپرستی ظاہر کرتی ہے کہ اسلامو فوبیا کے اس دور میں شہزادہ چارلس اسلام کا اصل چہرہ دنیا کے سامنے لانے میں ذاتی دلچسپی رکھتے ہیں۔

2006ء میں ان کے مدرسے کا دورہ اگر ممکن ہو جاتا تو دنیا میں پاکستان، دینی مدارس اور خود اسلام کے بارے میں ایک مثبت تصویر ابھرتی لیکن ان کے دورے کے دوران باجوڑ حملے نے جسے پاکستانی فوج کے ترجمان اور افغانستان میں امریکی فوج نے پاکستانی فوج کی اپنی کاروائی قرار دیا، اسے منسوخ کرنے پر مجبور کردیا۔ سوال یہ ہے کہ یہ حملہ ایسے وقت میں کیوں کیا گیا جب اسلام اور مغرب کے درمیان پل کا کردار ادا کرنے کے حوالے سے معروف شہزادہ چارلس ایک مسلمان ملک کے دورے پر تھے۔

یاد رہے کہ جس روز فجر سے پہلے یہ حملہ کیا گیا، اس روز پاک فوج اور قبائلیوں کے درمیان ایک معاہدہ طے پایا جانا تھا اور اس مدرسے کے مہتمم مولانا لیاقت اس معاہدے میں کلیدی کردار ادا کر رہے تھے۔’لونگ وار‘ نامی ایک تحقیقی جریدے نے اپنی ایک رپورٹ میں یہ سوال اٹھائے کہ ایسے وقت میں جب معاہدہ ہونے جا رہا تھا، اس حملے کا کیا جواز تھا؟ ظاہر ہے کہ حملے کا مقصد معاہدے کو سبوتاژ کرنا تھا لیکن شہزادہ چارلس کے مدرسے کے دورے کو منسوخ کرنا بھی اس کا ایک مقصد ہو سکتا ہے۔ سوال یہ بھی ہے وہ کون سے عناصر تھے جو چاہتے تھے کہ معاہدہ نہ ہویا شہزادہ مدرسے کا دورہ نہ کریں؟ پاکستانی فوج یا ان کے حلیف امریکی؟

مولانا لیاقت اللہ پر یہ الزام عائد کیا گیا کہ انھوں نے القاعدہ کے دہشت گردوں کو پناہ دی ہوئی تھی۔ ایک اہم مغربی اخبار نے لکھا کہ اگر ٹارگٹ مولانا تھے تو انہیں ان کے گھر سے مدرسے کے راستے میں کسی جگہ مارا جا سکتا تھا، یوں بڑی تعداد میں طلبہ کی جان بچائی جاسکتی تھی۔ عین فجر کے وقت مدرسے کے اندر حملے کا فیصلہ کس کا تھا؟’بورو آف انویسٹی گیشن‘ نامی تحقیقی ادارے کا یہ بھی کہنا ہے کہ حملے کا جواز ایمن الزواہری کی وہاں موجودگی بھی بتائی گئی حالانکہ ایمن الظواہری کبھی باجوڑ نہیں گئے۔ بعد ازاں خود مغربی میڈیا کی تحقیق کے مطابق یہ امریکی ڈرون کا حملہ ثابت ہوا جس میں پاکستانی ہیلی کاپٹر بھی شامل تھے۔

عالمی جریدے ’اکنامسٹ‘ کے مطابق دہشت گردی کے خلاف جنگ میں پاکستان پر اس حوالے سے تنقید ہوتی رہی ہے کہ یہ مغربی رہنماؤںکے دوروں سے پہلے مشتبہ دہشت گردوں کے ٹھکانوں پر حملے کرتے ہیں تاکہ مغرب کو یہ بتایا جا سکے کہ پاکستان دہشت گردی کی جنگ میں اپنا حصہ ڈال رہا ہے۔

اس سے قبل صدر بش کی پاکستان آمد کے موقع پر بھی ایک کاروائی کی گئی۔ یاد رہے کہ صدر بش کے برعکس جن کے پروگرام میں اسلام آباد سے باہر کسی مقام کا دورہ شامل نہیں تھا ، شہزادہ چارلس اور ان کی اہلیہ کے دورے میں پاک افغان بارڈر اور شمالی علاقہ جات کے مختلف علاقوں کا دورہ بھی شامل تھا۔

اگر پشاور کے مدرسے کا دورہ ممکن ہوتا تو بڑھتے ہوئے اسلاموفوبیا کے اس دور میں دنیا کو پاکستان، دینی مدارس اور خوداسلام کے بارے میں ایک مثبت تاثر ملتا جو شاید اسلاموفوبیا کی انڈسٹری کے کرتا دھرتاؤں کو منظور نہیں تھا۔ امید ہے کہ اب تیرہ برس بعد ،شہزادہ ولیم اور ان کی اہلیہ کیٹ مڈلٹن کا دورہ پاکستان اور اس کی بڑھتی ہوئی سیاحتی انڈسٹری کے بارے میں ایک مثبت تاثر قائم کرنے میں بھی مدد دے گا اور بین المذاہب ہم آہنگی کے فروغ میں بھی۔

اسلام آباد: اپنے مطالبات کی منظوری کے لیے مولانا فضل الرحمان کی حکومت کو دی گئی ڈیڈ لائن کا آج آخری روز ہے تاہم جے یو آئی نے ڈیڈ لائن میں ایک دن کی توسیع اور کسی بھی حتمی اقدام کے لیے آل پارٹیز بلانے کا فیصلہ کیا ہے۔

ایکسپریس نیوز کے مطابق اسلام آباد میں جمعیت علمائے اسلام (ف) کے آزادی مارچ کے شرکا چوتھے روز بھی موجود ہیں۔ مارچ میں شریک جے یو آئی (ف) کے کارکنوں کا جوش و ولولہ تاحال جوان ہے۔ نمازِ فجر کے بعد سے آزادی مارچ کے شرکاء مختلف سرگرمیوں میں مشغول ہیں۔

ایک جانب کارکنوں کی بڑی تعداد نے اپنی مدد آپ کے تحت پنڈال کی صفائی کی تو دوسری جانب کارکن کھیل تماشوں میں بھی مصروف رہے۔ کہیں کارکن فٹبال کھیلتے دیکھے گئے تو کہیں چادر کی مدد سے اپنے ساتھی کو فضا میں اچھالتے نظر آئے۔

دوسری جانب مولانا فضل الرحمان کی سربراہی میں پارٹی کا اہم اجلاس منعقد ہوا جو چھ گھنٹے تک جاری رہا جس میں مرکزی شوریٰ ارکان اور صوبوں کے امیر شریک ہوئے۔ اجلاس میں حکومت کو دی گئی ڈیڈ لائن کے بعد اگلی حکمت عملی پر حتمی مشاورت کی گئی، اجلاس کے فیصلوں کا اعلان مولانا فضل الرحمان پنڈال میں کریں گے۔

دھرنے میں ایک دن کی توسیع، آل پارٹیز بلانے کے فیصلے

ذرائع کے مطابق مولانا فضل الرحمان نے وزیر اعظم کو استعفی کے لیے دی گئی ڈیڈی لائن میں ایک دن کی توسیع اور بعد کا لائحہ عمل طے کرنے کے لیے آل پارٹیز کانفرنس طلب کرنے کا بھی فیصلہ کیا ہے۔ آل پارٹیز کے لیے اکرام درانی کو دیگر جماعتوں کے قائدین سے رابطوں کا ٹاسک دیا گیا ہے، اے پی سی کا دن اور وقت رابطوں کے بعد طے کیا جائے گا۔

پولیس و رینجرز کا فلیگ مارچ

اسلام آباد میں امن و امان کی صورت حال برقرار رکھنے کے لیے پولیس اور رینجرز کی جانب سے فلیگ مارچ کیا گیا۔ اس حوالے سے ترجمان اسلام آباد پولیس نے کہا ہے کہ اسلام آباد پولیس ہر قسم کی ہنگامی صورتحال سے نمٹنے کے لیے تیار ہے، پولیس ہائی الرٹ اور افسران و جوانوں کا مورال بلند ہے، شہریوں کی جان و مال کے تحفظ کے لیے ضروری اقدامات اٹھائے جا رہے ہیں، مختلف مقامات پرپولیس کی بھاری نفری تعینات کردی گئی ہے، کسی بھی شخص کو قانون ہاتھ میں لینے   کی ہرگز اجازت نہیں دی جائے گی۔

اسلام آباد(نمائندہ جنگ، آن لائن) وفاقی وزیر برائے سائنس و ٹیکنالوجی فواد چوہدری نے کہا ہے کہ بڑے علماء پاکستان کے مخالفت تھے، ملک کو کیسے چلانا ہے کا فیصلہ مولانا پر نہیں چھوڑا جاسکتا اب آگے کا سفر مولویوں کا نہیں بلکہ نوجوانوں کا ہے۔یہ بات انہوں نے سماجی رابطے کی ویب سائٹ ٹویٹر پر ایک بیان میں کیا۔ فواد چوہدری نے کہا ہے کہ قمری کیلنڈر کے اجراء کیلئے وزارت سائنس و ٹیکنالوجی میں5 اراکین کی کمیٹی کے قیام کا فیصلہ کیا گیاہے،کمیٹی کیلنڈر بنا کر کابینہ کے سامنے رکھے گی،کمیٹی میں سپارکو، محکمہ موسمیات اور سائنس اینڈ ٹیکنالوجی کے ماہر لوگ شامل ہونگے ، یہ ماہرین ایڈوانس ٹیکنالوجی کی مدد سے حتمی جائزہ لیں گے،کمیٹی پاکستان میں قمری کیلنڈر جاری کریگی، پاکستان میں رمضان ، عید اور محرم میں ہمیشہ تنازع ہوتا ہے ، ہمارے پاس تمام ذرائع موجود ہیں جن کی مدد سے ہم ایک حتمی تاریخ کا تعین کر سکتے ہیں۔ فواد چوہدری نے کہا کہ رویت ہلال کمیٹی بھی دوربین سے چاند دیکھتی ہے ، جب دوربین سے
چاند دیکھا جا سکتا ہے تو ایڈوانس ٹیکنالوجی کے استعمال میں کیا حرج ہے، کمیٹی کیلنڈر بنا کر کابینہ کے سامنے رکھے گی، کابینہ کی مرضی ہے وہ یہ کیلنڈر منظور کرے یا رد کرے ، ہمارا خیال ہے کہ پاکستان کا ایک اپنا قومی کیلنڈر ہونا چاہئے جو جدید سائنسی اصولوں اورسائنسی ٹیکنالوجی پر بنایا جائے ، اس پر رواں ہفتہ سے عملدرآمد شروع ہو جائیکا۔ دریں اثناء فواد چوہدری نے اتوار کو سماجی رابطے کی ویب سائیٹ ٹوئیٹر پر مولانا فضل الرحمان کی طرف اشار کرتے ہوئے کہا کہ ملک کو چلانے کا فیصلہ اب مولانا پر نہیں چھوڑا جاسکتا ہے اگر اس روح سے دیکھا جائے تو پھر پاکستان کا قیام ہی عمل میں نہ آتا کیونکہ تمام بڑے علماء تو پاکستان کے قیام کے مخالف تھے اور وہ علماء قائد اعظم محمد علی جناح کو کافر اعظم کہتے تھے۔ انہوں نے کہا کہ اب آگے کا سفر مولویوں کا نہیں بلکہ نوجوانوں کا ہے ٹیکنالوجی ہی پاکستان کو آگے لے جاسکتی ہے۔

پشاور: (دنیا نیوز) وزیراعظم عمران خان نے کہا ہے کہ مجھے طالبان خان کہنے والے سن لیں، ڈومور کے مطالبے کرنے والا امریکا اب مدد مانگنے پر مجبور، پاکستان نے واشنگٹن حکام اور افغان طالبان کی بات کرا دی ہے۔

وزیراعظم عمران خان نے کہا ہے کہ مدینہ کی ریاست کا مطلب سنت پر چلنا ہے، آپ ﷺ نے مدینہ کی ریاست میں اصول بنائے تھے، انہوں سادگی سے زندگی گزاری اور سارا پیسہ غریبوں پر لگایا۔ ہماری بھی ساری پالیسی یہ ہونی چاہیے کہ غریب طبقے کو کیسے اوپر لانا ہے، پیسے نہیں بھی ہیں تو ہم نے کمزور طبقے کی مدد کرنی ہے۔ ہم سارے ملک کے بچوں کے لئے ایک نصاب کے لئے کام کر رہے ہیں۔

ان کا کہنا تھا کہ میں نے کبھی نہیں دیکھا کسی نے ملک کو فلاحی ریاست بنانے کے لئے کچھ کیا ہو، میں نے اپنے سامنے غریب اور امیر میں فرق بڑھتے دیکھا ہے، جب انگریز گیا تو ہمارے ہسپتال بہتر تھے، میں خود گورنمنٹ ہسپتال میں پیدا ہوا لیکن آہستہ اہستہ امیروں کے اور غریبوں کے لئے الگ الگ ہسپتال بن گئے۔

خیبر پختونخوا حکومت کے 100 روز مکمل ہونے پر منعقدہ تقریب سے خطاب میں وزیراعظم عمران خان کا کہنا تھا کہ خیبر پختوانخوا کے لوگ سیاسی شعور رکھتے ہیں، انہوں نے ہمیں دوسری دفعہ صوبے میں حکومت سازی کا موقع دیا، اس پر عوام کا شکر ادا کرتا ہوں۔

وزیراعظم عمران خان نے کہا کہ اگر انسان جتنا بھی عقل مند ہو اگر وہ ایماندار نہیں تو کوئی فائدہ نہیں، مجھے وزیراعلیٰ محمود خان کی ایمانداری پر پورا اعتماد ہے، وہ ایک سادہ اور سچے انسان ہیں، غریبوں کے لئے شیلٹر ہاؤس بنانے پر میں انھیں خراج تحسین پیش کرتا ہوں۔

تقریب سے خطاب میں وزیراعظم نے کہا کہ غیر ملکی سرمایہ کار پاکستان میں سرمایہ کاری کرنا چاہتے ہیں لیکن جب تک ہم اپنے سرمایہ کاروں کو آسانیاں نہیں دیں گے تو سرمایہ کاری کہاں سے ہو گی؟ ہماری حکومت معاشی ترقی اور روزگار کیلئے سرمایہ کاری کو فروغ دے گی۔ انہوں نے کہا کہ سسٹم بہتر کیا تو پیسے کی کوئی کمی نہیں ہو گی، ہم اپنے لوگوں کو اچھی تنخواہیں دے سکیں گے۔

پاک امریکا تعلقات کے بارے میں بات کرتے ہوئے وزیراعظم نے کہا کہ امریکا نے طالبان سے مذاکرات کیلئے ہم سے تعاون مانگا، ماضی میں ہمیں ڈومور کہنے والا امریکا اب طالبان سے بات چیت کروانے کا کہہ رہا ہے اور مدد مانگ رہا ہے، پاکستان نے واشنگٹن حکام اور افغان طالبان کی بات کرا دی ہے۔

عمران خان نے واضح کرتے ہوئے کہا کہ اب ہمیں فاروڈ بلاک کا بھی مسئلہ نہیں، جو وزیر کام نہیں کرے گا اور آفس نہیں جائے گا، اس سے وزارت لے لی جائے گی، اگر کوئی آپ کے نیچے کام نہیں کر رہا اس کو نکالیں، اگر کوئی بھی بیوروکریٹ آپ کے سامنے رکاوٹ پیدا کرتا ہے تو اس کے خلاف ایکشن لیں۔

فواد چوہدری نے کہا کہ ہم غیر ملکی فلم سازوں کو لانے کی کوشش کررہے ہیں تاکہ پاکستان میں سیاحت کو فروغ ملے۔ پاکستان کی فلم انڈسٹری کو پاؤں پرکھڑا کرنا میرا ہدف ہے، اس وقت ملک میں 187سینما اسکرینز ہیں جو گیارہ سو ہونی چاہئیں، فلم انڈسٹری میں جدت کے ساتھ نئے سینما گھر بنائیں گے، میں بھارت سمیت تمام ملکوں کے نشریاتی مواد پر پابندی کے خلاف ہوں، مقامی اور بین الاقوامی فلمی صنعت دونوں کو ساتھ لے کرچل رہے ہیں، انڈین فلموں کی نمائش بند نہیں کرسکتے، دوسرے ممالک کی فلمیں بند ہونے سے ہماری انڈسٹری بیٹھ جائے گی۔

 اسلام آباد: برطانیہ نے اسلام آباد سے لندن کے لیے برٹش ائیر ویز کی پروازیں شروع کرنے کا اعلان کیا ہے

سلام آباد میں پریس کانفرنس کے دوران برٹش ایئر ویز نے 10 سال بعد پاکستان میں پروازیں بحال کرنے کا اعلان کیا، اس موقع پر قائم مقام برطانوی ہائی کمشنررچرڈ کراؤڈر، وزیراعظم کے مشیر تجارت عبدالرزاق داؤد اور معاون خصوصی زلفی بخاری بھی موجود تھے۔
نمائندہ برٹش ایئر ویز نے کہا کہ پاکستان کی ثقافت بہت مشہور ہے اور یہ خوبصورت ملک ہے، پاکستان میں سیکیورٹی صورت حال بہتر ہونے پر کمپنی نے فلائٹ آپریشن بحال کرنے کا فیصلہ کیا ہے۔ برٹش ایئرویز  اسلام آباد سے ہیتھرو ایئر پورٹ فلائٹ آپریٹ کرے گی، لندن سے اسلام آباد ہفتہ وار تین پروازیں چلائی جائیں گی۔ فلائٹ آپریشن آئندہ سال جون سے  شروع ہوگا اور دو طرفہ ٹکٹ 499 پاؤنڈ میں دستیاب ہوگا۔
اس موقع پرقائم مقام برطانوی ہائی کمشنر رچرڈ کراؤڈر نے کہا کہ برطانیہ پاکستان میں تیسرا بڑا سرمایہ کار ہے، دونوں ممالک کے تعلقات بہت خاص ہیں، برطانیہ میں 15 لاکھ لوگوں کی آبائی جڑیں پاکستان میں ہیں، پاک فوج اورعوام نے دہشت گردی کے خلاف بہت قربانیاں دی ہیں، پاکستان میں سیکیورٹی صورتحال بہت بہتر ہے، پاکستان کی معیشت ترقی کر رہی ہے۔
پریس کانفرنس کے دوران وزیراعظم کے معاون خصوصی زلفی بخاری نے کہا کہ برٹش ایئرویز کی جانب سے پاکستان کے لیے پروازیں دوبارہ بحال کرنے کا خیر مقدم کرتے ہیں اور ہم چاہتے ہیں کہ پاکستان کا رابطہ دنیا بھر سے قائم رہے۔

پاک فوج کے ترجمان میجر جنرل آصف غفور نے برٹش ایئر ویز کا فلائٹ آپریشن بحال ہونے پر سوشل میڈیا پر”ہمیں آگے ہی جانا ہے”کے ہیش ٹیگ کا استعمال کرتے ہوئے کہا کہ برٹش ایئرویز کا پاکستان میں فلائٹ آپریشن بحال کرنے کا شکریہ، قوم اور سیکیورٹی فورسز کی 10 سالہ جدوجہد کے فوائد سامنے آنے لگے۔

The ruling party's Senator Salim Zia said that the American President Donald Trump has given such a statement to justify India. He said that increasing the role of India in Afghanistan will not bring peace, but there will be anarchy.The current government is taking the US President's statement seriously, but the United States should also remember that Pakistan will not prove to be an easy target. Pakistan Peoples Party leader and former interior minister Rehman Malik said that the statement of the US President should be taken seriously and need revival on such policies, which is causing such situations. He said that the current government has sent its delegation to various countries of the world, who should inform the leadership of these countries about the sacrifices of Pakistan in the fight against terrorism. Rehman Malik accused that America is promoting terrorism around the world. Participating in a discussion on US President's Statement, 30 senators have emphasized the need to make foreign policy in the parliament rather than in any other place, because the parliament is publicly elected. Senator Chairman Raza Rabbani complained in the presence of Prime Minister Shahid Khaqan Abbasi that public television did not show the Senate meeting on such a major issue, but the Prime Minister ordered the investigation to take notice of this matter.

پاکستان تحریک انصاف کے چیئرمین عمران خان نے امریکی صدر ڈونلڈ ٹرمپ کی پاکستان کے خلاف دھمکی امیز بیان پر  مزمت کرتے ہوئے کہا ہے کہ اس معمالے پر اختلافات بھلا کر متحد ہوجائے اور پارلیمنٹ میں مشترکہ اجلاس بولا کر اور ایک زبان ہوکر امریکہ کو سخت پیغام دیا جایے۔ پاکستان کی افواج اور سیاستدان ایک پیج پر آجائے۔
  تفصیلات کے مطبق پاکستان تحریک انصاف کے چیئرمین عمران خان نےاسلام آباد میں پریس کانفرنس کرتے ہوے کہا کہ مجھے بہت افسوس ہوا پاکستان کے وزیراعظم اور وزیر خارجہ کی خاموشی پر، پاکستان پر اتنا بڑا الزام آیا اور ہماری حکومت کی طرف سے ابھی تک کوئی جواب نہیں ایا۔ ہماری حکومت سے پہلے چین نے اپنا ردعمل ایا۔
اس موقع پر عمران خان نے دہشت گردی کے خلاف جنگ پر روشنی ڈالتے ہوئے کہا کہ امریکہ کے لیے ہم نے افغان جنگ لڑی جس میں ہمیں نہیں جانا چاہیے تھا۔ پھر وزیرستان میں فوج بھیجی اور ڈو مور کرتے کرتے اس ملک میں تباہی مچا دی ہمارے 70000 سے زیادہ لوگ جاں بحق ہوگئے۔ اور کتنے زخمی ہوے ان کا تو کوئی حساب ہی نہیں ہے۔ ہمارے فوج  نے قربانیاں دی، ہمارے جرنل اور کمنڈوز شہید ہوے، ارمی پبلک سکول جیسے وقعات ہے  ہماریمعاشیت تباہ ہوگئی۔ حکومتی عددوشمار کے مطبق اس جنگ میں 100 ارب سے بھی زیادہ کا نقصان اٹھانا پڑا، اس کے بعد بھی امریکہ ہمیں دہشت گرد کہہ رہا ہے۔ ہم ٹرمپ سے سنتے ہیں کہ پاکستان دہشت گردوں کو پناہ دیتا ہے۔
 عمران خان نے کہا کہ اتنی قربانیوں کے باوجود ٹرمپ پاکستان پر الزام لگا رہا ہے کہ ہم دہشت گردوں کو پناہ دیتے ہیں۔اور انڈیا کی تعریف کر رہا ہے جس کی دہشت گردی کے خلاف جنگ میں کوئی قربانی نہیں ہے۔ بلکہ انڈیا پکستان میں دہشت گردی کروارہا ہے۔  ٹرمپ پاکستان کے خلاف وہی زبان استعمال کر رہا ہے جو مودی استعمال کرتا ہے۔ 
عمران خان نے مزید کہا کہ امریکہ اپنی ناکامی کا ملبہ پاکستان پر ڈال رہا ہے۔امریکی ناکام پالیسیوں کی وجہ سے افغانستان میں 10 سال سے ناکام ہو رہے ہیں۔ حالات آج یہ ہیں کہ ادھا افغانستان اشراف غنی کے ہاتھ میں نہیں ہے۔ اس میں پاکستان کا کیا قصور ہے۔ یعنی یہ وہی بات کر رہا ہے جو انڈیا والے کشمیر کے حوالے سے پاکستان پر الزام لگا رہے۔
عمران خان نے ایک ہوکر امریکی صدر کوجواب دینے پر زور دیتے ہو کہا کہ اس معاملے میں بوری قوم اکھٹی ہے اور ایک ہوجائے گی۔ وزیراعظم امریکہ کو سخت پیغام دے۔ عمران خان نے امریکی صدر کی دھمکی امیز بیان کا جواب دنیے کے لیے تمام سیاسی اختلافات بھلا کر ایک ہونے کی اپیل کی ہے اور فوج اور حکومت کو بھی ایک پیج پر انے کی رائے دی ہے۔ اس موقع پر عمران خان نے پارلیمنٹ کی مشرکہ اجلاس بلانے کا بھی مطلبہ کیا تاکہ امریکی صدر کو اکھٹے ہو کر سخت جواب دیا جاسکے۔
یاد رہے امریکی صدر نے دو روز قبل پاکستان اور افغانستان اور اس خطے کے لیے اپنی نئی پالیسی کا علان کرتے ہوے بھارت کی تعریف کیا تھا اور پاکستان پر دہشت گردوں کو پناہ دینے کا الزام لگایا تھا۔

امریکی صدر کا پاکستان کے حوالے سے ایک بیان جاری ہوا ہے جس میں کہا گیا ہے کہ پاکستان ایک طرف امریکہ سے اربوں ڈالر کا امداد لیتا ہے اور دوسری طرف ہمارے دشمنوں کو پناہ دیتا ہے۔ اس بیان میں مزید کہا گیا ہے کہ پاکستان میں موجود تمام دہشتگردوں کے نیٹ ورکس کو ختم کیا جائے۔

اس بیان کے انے کے بعد سماجی ویب سائٹ ٹویٹر میں پاکستانیوں کا بہت سخت ردعمل ایا ہے۔ اس مطالبے پر لوگوں نےشدید مزمت کی ہے۔ اس پر پاکستان تحریک انصاف کے چیئرمین عمران خان کا بھی ٹیوٹر پر بیان ایا ہے۔ جس میں عمران خان نے  کہا ہے کہ جیسے انڈیا کشمیریوں کے جدوجہد کا الزام بھی پاکستان پر ڈالتا ہےجبکہ یہ ان کی آپنی ناکام پالیسیوں اور فوج کی زبردستی تسلط کا نتیجہ ہے۔ ویسے ہی امریکہ بھی افغانستان میں اپنی 10 سالوں کی ناکام پالیسیوں کا ملبہ پاکستان پر ڈال رہا ہے۔  اس سے پاکستانیوں کو ہمیشہ کے لیے ایک سبق مل جاتا ہے کہ ڈالروں کے لیے کھبی کسی اور کی جنگ نہیں لڑنا چاہیے۔ عمران خان نے مزید کہا کہ ہم نے امریکہ کے لیے افغانستان میں دو جنگیں لڑی ۔ پاکستان نے دہشت گردی کے خلاف جنگ میں 70000 لوگوں کی قربانی دی۔ ہمیں 1 ارب سے بھی زیادہ امریکی ڈالر کانقصان ہوا۔ اس کے علاوہ ہمارے معاشرے کا جتنا نقصان ہوا اس کا ہمیں ادراک بھی نہیں۔ وقت آگیا ہے کہ پاکستان بحثیت قوم کہہ دے کہ نہیں۔ اب کبھی بھی نہیں ہمیں بھارت اور امریکہ کی فیل پالیسیوں کے لیے قربانی کا بکرا بننے سے انکار کرنا ہوگا۔

قومی اسمبلی میں وزارت خزانہ کی جانب سے پیش کی گئی تفصیلات کے مطابق 31 دسمبر 2016 تک پاکستان پر اندرونی قرضوں کا مجموعی حجم 12,310 ارب روپے یعنی تقریباً 117 ارب ڈالر ہوچکا تھا۔ یعنی اس وقت ریاستِ پاکستان 175 ارب ڈالر کی مقروض ہوچکی ہے اور اگر اس رقم کو پاکستانی کرنسی میں تبدیل کیا جائے تو یہ 18,440 ارب 63 کروڑ روپے بنتے ہیں۔ اس کا مطلب یہ ہے کہ پاکستان کا ہر شہری 94 ہزار 890 روپے کا مقروض ہے۔
وفاقی وزارتِ خزانہ کے مطابق یکم جولائی 2016 سے 31 مارچ 2017 تک 819.1 ارب روپے کے اندرونی قرضے لیے گئے جو اسٹیٹ بینک اور تجارتی بینکوں سے حاصل کیے گئے تھے۔ ان میں سے بھی اسٹیٹ بینک آف پاکستان سے 734.62 ارب روپے کے قرضے جبکہ کمرشل بینکوں سے 84.50 ارب روپے کے قرضے لیے گئے تھے

PESHAWAR: Twenty specialist Pakistani doctors, who had been working abroad for several years, have joined Lady Reading Hospital as assistant professors.
They cite better working environment at the hospital, salary package and improved law and order situation in the country as major reasons for the decision to quit their jobs abroad and join LRH.
Dr. Hamid Shehzad, who worked as a consultant in the biggest trauma center of UK at Queen Elizabeth Hospital Birmingham for 15 years, has been appointed the director of accident and emergency department at LRH.
“I want to serve my own people and promote medical education, especially the emergency medicines, in which I am the only Pakistani to have done fellowship from the UK,” Dr. Shehzad told Dawn.

A resident of Charsadda, he graduated from Khyber Medical College in 1999. He said that he wanted to produce skilled human resources to treat the victims of bomb attacks and natural calamities.
The other doctors, who quit their jobs in UK, Ireland, Dubai, Singapore, the US, Malaysia and Brunei etc, have the same feelings.
“I was looking for appropriate time to come to my native province. The improvement in law and order situation coupled with the desire to work in my own province, pulled me here from Ireland where I took a lucrative package,” said another physician.
Many of expatriates who spoke to Dawn cited main reason for applying for jobs in LRH, improvement in law and order situation, health reforms and better salary.
The LRH administration notified appointment of 43 assistant professors in 17 different specialties on Wednesday. Twenty of the newly appointed medics belonged to Khyber Pakhtunkhwa. They had been working abroad for more than a decade, according to officials.
Prof Arshad Javaid, the dean of LRH, told this scribe that it was the biggest ever appointment of specialists on one day since the promulgation of Medical Teaching Institutions Reforms Act, 2015, in the province.
“The move aims to strengthen the faculty to improve patients’ care and teaching and training of the health professionals. We have initiated the process of faculty induction by directing the heads of the departments to send their need for faculty in their respective departments and subsequently getting approval from the academic council of 149 posts of faculty for various departments at an assistant, associate and professor level,” he said.
Prof Arshad said that around 680 candidates applied for those positions. He said that 38 assistant professors had been recruited in February 2016. The newly-inducted specialists would be allowed institution-based Practice (IBP).
The salary package for an assistant professor is Rs250,000 per month, Rs300,000 for associate professor and Rs350,000 for the professor.
LRH, the biggest hospital in the province, is ahead of other hospitals covered by the MTIRA as far as the launching of IBP is concerned. It started IBP one and a half years ago where 40 specialists sit in the evening shift.Prof Arshad said that with the new appointments, the number of doctors doing IBP would increase to 100.He said that LRH received 3,000 patients every day for which it needed more specialists.
Prof Arshad said that most of the newly-appointed doctors had lengthy services in reputed hospitals that would benefit the patients as well as promote medical education.

The floodgates are about to open. Prime Minister Nawaz Sharif arrived in Beijing over the weekend to participate in theOne Belt, One Road summit, and the top item on his agenda is to finalise the Long Term Plan (LTP) for the China-Pakistan Economic Corri­dor. [See next tab for details on how the plan was made].
Dawn has acquired exclusive access to the original document, and for the first time its details are being publicly disclosed here. The plan lays out in detail what Chinese intentions and priorities are in Pakistan for the next decade and a half, details that have not been discussed in public thus far.

The shortened version is dated February 2017. It contains only broad brushstroke descriptions of the various “areas of cooperation” and none of the details. It was drawn up for circulation to the provincial governments to obtain their assent. It is 30 pages long. The only provincial government that received the full version of the plan is the Punjab government.

For instance, thousands of acres of agricultural land will be leased out to Chinese enterprises to set up “demonstration projects” in areas ranging from seed varieties to irrigation technology. A full system of monitoring and surveillance will be built in cities from Peshawar to Karachi, with 24 hour video recordings on roads and busy marketplaces for law and order. A national fibreoptic backbone will be built for the country not only for internet traffic, but also terrestrial distribution of broadcast TV, which will cooperate with Chinese media in the “dissemination of Chinese culture”.
The plan envisages a deep and broad-based penetration of most sectors of Pakistan’s economy as well as its society by Chinese enterprises and culture. Its scope has no precedent in Pakistan’s history in terms of how far it opens up the domestic economy to participation by foreign enterprises. In some areas the plan seeks to build on a market presence already established by Chinese enterprises, eg Haier in household appliances, ChinaMobile and Huawei in telecommunications and China Metallurgical Group Corporation (MCC) in mining and minerals.
In other cases, such as textiles and garments, cement and building materials, fertiliser and agricultural technologies (among others) it calls for building the infrastructure and a supporting policy environment to facilitate fresh entry. A key element in this is the creation of industrial parks, or special economic zones, which “must meet specified conditions, including availability of water…perfect infrastructure, sufficient supply of energy and the capacity of self service power”, according to the plan.
But the main thrust of the plan actually lies in agriculture, contrary to the image of CPEC as a massive industrial and transport undertaking, involving power plants and highways. The plan acquires its greatest specificity, and lays out the largest number of projects and plans for their facilitation, in agriculture.

The plan states at the outset that the corridor “spans Xinjiang Uygur Autonomous Region and whole Pakistan in spatial range”. It’s main aim is to connect South Xinjiang with Pakistan. It is divided into a “core area” and what they call the “radiation zones”, those territories that will feel the knock on effects of the work being done in the core area. The core area includes “Kashgar, Tumshuq, Atushi and Akto of Kizilsu Kirghiz of Xinjiang” from China, and “most of Islamabad’s Capital territory, Punjab, and Sindh, and some areas of Gilgit-Baltistan, Khyber Pukhtunkhwa, and Balochistan” from Pakistan. Agriculture

For agriculture, the plan outlines an engagement that runs from one end of the supply chain all the way to the other. From provision of seeds and other inputs, like fertiliser, credit and pesticides, Chinese enterprises will also operate their own farms, processing facilities for fruits and vegetables and grain. Logistics companies will operate a large storage and transportation system for agrarian produce.
It identifies opportunities for entry by Chinese enterprises in the myriad dysfunctions that afflict Pakistan’s agriculture sector. For instance, “due to lack of cold-chain logistics and processing facilities, 50% of agricultural products go bad during harvesting and transport”, it notes.

A full system of monitoring and surveillance will be built in cities from Peshawar to Karachi, with 24 hour video recordings on roads and busy marketplaces for law and order.

Enterprises entering agriculture will be offered extraordinary levels of assistance from the Chinese government. They are encouraged to “[m]ake the most of the free capital and loans” from various ministries of the Chinese government as well as the China Development Bank. The plan also offers to maintain a mechanism that will “help Chinese agricultural enterprises to contact the senior representatives of the Government of Pakistan and China”.
The government of China will “actively strive to utilize the national special funds as the discount interest for the loans of agricultural foreign investment”. In the longer term the financial risk will be spread out, through “new types of financing such as consortium loans, joint private equity and joint debt issuance, raise funds via multiple channels and decentralise financing risks”.

The plan proposes to harness the work of the Xinjiang Production and Construction Corps to bring mechanization as well as scientific technique in livestock breeding, development of hybrid varieties and precision irrigation to Pakistan. It sees its main opportunity as helping the Kashgar Prefecture, a territory within the larger Xinjiang Autonomous Zone, which suffers from a poverty incidence of 50 per cent, and large distances that make it difficult to connect to larger markets in order to promote development. The prefecture’s total output in agriculture, forestry, animal husbandry and fishery amounted to just over $5 billion in 2012, and its population was less than 4 million in 2010, hardly a market with windfall gains for Pakistan.
However, for the Chinese, this is the main driving force behind investing in Pakistan’s agriculture, in addition to the many profitable opportunities that can open up for their enterprises from operating in the local market. The plan makes some reference to export of agriculture goods from the ports, but the bulk of its emphasis is focused on the opportunities for the Kashgar Prefecture and Xinjiang Production Corps, coupled with the opportunities for profitable engagement in the domestic market.
The plan discusses those engagements in considerable detail. Ten key areas for engagement are identified along with seventeen specific projects. They include the construction of one NPK fertilizer plant as a starting point “with an annual output of 800,000 tons”. Enterprises will be inducted to lease farm implements, like tractors, “efficient plant protection machinery, efficient energy saving pump equipment, precision fertilization drip irrigation equipment” and planting and harvesting machinery.

The plan shows great interest in the textiles industry in particular, but the interest is focused largely on yarn and coarse cloth.

Meat processing plants in Sukkur are planned with annual output of 200,000 tons per year, and two demonstration plants processing 200,000 tons of milk per year. In crops, demonstration projects of more than 6,500 acres will be set up for high yield seeds and irrigation, mostly in Punjab. In transport and storage, the plan aims to build “a nationwide logistics network, and enlarge the warehousing and distribution network between major cities of Pakistan” with a focus on grains, vegetables and fruits. Storage bases will be built first in Islamabad and Gwadar in the first phase, then Karachi, Lahore and another in Gwadar in the second phase, and between 2026-2030, Karachi, Lahore and Peshawar will each see another storage base.
Asadabad, Islamabad, Lahore and Gwadar will see a vegetable processing plant, with annual output of 20,000 tons, fruit juice and jam plant of 10,000 tons and grain processing of 1 million tons. A cotton processing plant is also planned initially, with output of 100,000 tons per year.
“We will impart advanced planting and breeding techniques to peasant households or farmers by means of land acquisition by the government, renting to China-invested enterprises and building planting and breeding bases” it says about the plan to source superior seeds.
In each field, Chinese enterprises will play the lead role. “China-invested enterprises will establish factories to produce fertilizers, pesticides, vaccines and feedstuffs” it says about the production of agricultural materials.
“China-invested enterprises will, in the form of joint ventures, shareholding or acquisition, cooperate with local enterprises of Pakistan to build a three-level warehousing system (purchase & storage warehouse, transit warehouse and port warehouse)” it says about warehousing.

One of the most intriguing chapters in the plan speaks of a long belt of coastal enjoyment industry that includes yacht wharfs, cruise homeports, nightlife, city parks, public squares, theaters, golf courses and spas, hot spring hotels and water sports.

Then it talks about trade. “We will actively embark on cultivating surrounding countries in order to improve import and export potential of Pakistani agricultural products and accelerate the trade of agricultural products. In the early stages, we will gradually create a favorable industry image and reputation for Pakistan by relying on domestic demand.”
In places the plan appears to be addressing investors in China. It says Chinese enterprises should seek “coordinated cooperation with Pakistani enterprises” and “maintain orderly competition and mutual coordination.” It advises them to make an effort “seeking for powerful strategic partners for bundling interest in Pakistan.”
As security measures, enterprises will be advised “to respect the religions and customs of the local people, treat people as equals and live in harmony”. They will also be advised to “increase local employment and contribute to local society by means of subcontracting and consortiums.” In the final sentence of the chapter on agriculture, the plan says the government of China will “[s]trengthen the safety cooperation with key countries, regions and international organizations, jointly prevent and crack down on terrorist acts that endanger the safety of Chinese overseas enterprises and their staff.”

Industry

For industry, the plan trifurcates the country into three zones: western and northwestern, central and southern. Each zone is marked to receive specific industries in designated industrial parks, of which only a few are actually mentioned. The western and northwestern zone, covering most of Balochistan and KP province, is marked for mineral extraction, with potential in chrome ore, “gold reserves hold a considerable potential, but are still at the exploration stage”, and diamonds. One big mineral product that the plan discusses is marble. Already, China is Pakistan’s largest buyer of processed marble, at almost 80,000 tons per year. The plan looks to set up 12 marble and granite processing sites in locations ranging from Gilgit and Kohistan in the north, to Khuzdar in the south.
The central zone is marked for textiles, household appliances and cement. Four separate locations are pointed out for future cement clusters: Daudkhel, Khushab, Esakhel and Mianwali. The case of cement is interesting, because the plan notes that Pakistan is surplus in cement capacity, then goes on to say that “in the future, there is a larger space of cooperation for China to invest in the cement process transformation”.

“There is a plan to build a pilot safe city in Peshawar, which faces a fairly severe security situation in northwestern Pakistan”.

For the southern zone, the plan recommends that “Pakistan develop petrochemical, iron and steel, harbor industry, engineering machinery, trade processing and auto and auto parts (assembly)” due to the proximity of Karachi and its ports. This is the only part in the report where the auto industry is mentioned in any substantive way, which is a little surprising because the industry is one of the fastest growing in the country. The silence could be due to lack of interest on the part of the Chinese to acquire stakes, or to diplomatic prudence since the sector is, at the moment, entirely dominated by Japanese companies (Toyota, Honda and Suzuki).

Gwadar, also in the southern zone, “is positioned as the direct hinterland connecting Balochistan and Afghanistan.” As a CPEC entreport, the plan recommends that it be built into “a base of heavy and chemical industries, such as iron and steel/petrochemical”. It notes that “some Chinese enterprises have started investment and construction in Gwadar” taking advantage of its “superior geographical position and cheap shipping costs to import crude oil from the Middle East, iron ore and coking coal resources from South Africa and New Zealand” for onward supply to the local market “as well as South Asia and Middle East after processing at port.”
The plan shows great interest in the textiles industry in particular, but the interest is focused largely on yarn and coarse cloth. The reason, as the plan lays out, is that in Xinjiang the textile industry has already attained higher levels of productivity. Therefore, “China can make the most of the Pakistani market in cheap raw materials to develop the textiles & garments industry and help soak up surplus labor forces in Kashgar”. The ensuing strategy is described cryptically as the principle of “introducing foreign capital and establishing domestic connections as a crossover of West and East".
Preferential policies will be necessary to attract enterprises to come to the newly built industrial parks envisioned under the plan. The areas where such preferences need to be extended are listed in the plan as “land, tax, logistics and services” as well as land price, “enterprise income tax, tariff reduction and exemption and sales tax rate.”

Fibreoptics and surveillance

One of the oldest priorities for the Chinese government since talks on CPEC began is fibreoptic connectivity between China and Pakistan. An MoU for such a link was signed in July 2013, at a time when CPEC appeared to be little more than a road link between Kashgar and Gwadar. But the plan reveals that the link goes far beyond a simple fibreoptic set up.
China has various reasons for wanting a terrestrial fibreoptic link with Pakistan, including its own limited number of submarine landing stations and international gateway exchanges which can serve as a bottleneck to future growth of internet traffic. This is especially true for the western provinces. “Moreover, China’s telecom services to Africa need to be transferred in Europe, so there is certain hidden danger of the overall security” says the plan. Pakistan has four submarine cables to handle its internet traffic, but only one landing station, which raises security risks as well.

So the plan envisages a terrestrial cable across the Khunjerab pass to Islamabad, and a submarine landing station in Gwadar, linked to Sukkur. From there, the backbone will link the two in Islamabad, as well as all major cities in Pakistan.
The expanded bandwidth that will open up will enable terrestrial broadcast of digital HD television, called Digital Television Terrestrial Multimedia Broadcasting (DTMB). This is envisioned as more than just a technological contribution. It is a “cultural transmission carrier. The future cooperation between Chinese and Pakistani media will be beneficial to disseminating Chinese culture in Pakistan, further enhancing mutual understanding between the two peoples and the traditional friendship between the two countries.” The plan says nothing about how the system will be used to control the content of broadcast media, nor does it say anything more about “the future cooperation between Chinese and Pakistani media”.

Judging from their conversations with the government, it appears that the Pakistanis are pushing the Chinese to begin work on the Gwadar International Airport, whereas the Chinese are pushing for early completion of the Eastbay Expressway.

It also seeks to create an electronic monitoring and control system for the border in Khunjerab, as well as run a “safe cities” project. The safe city project will deploy explosive detectors and scanners to “cover major roads, case-prone areas and crowded places…in urban areas to conduct real-time monitoring and 24 hour video recording.” Signals gathered from the surveillance system will be transmitted to a command centre, but the plan says nothing about who will staff the command centre, what sort of signs they will look for, and who will provide the response.
“There is a plan to build a pilot safe city in Peshawar, which faces a fairly severe security situation in northwestern Pakistan” the plan says, following which the program will be extended to major cities such as Islamabad, Lahore and Karachi, hinting that the feeds will be shared eventually, and perhaps even recorded.

Tourism and recreation

One of the most intriguing chapters in the plan is the one that talks about the development of a “coastal tourism” industry. It speaks of a long belt of coastal enjoyment industry that includes yacht wharfs, cruise homeports, nightlife, city parks, public squares, theaters, golf courses and spas, hot spring hotels and water sports. The belt will run from Keti Bunder to Jiwani, the last habitation before the Iranian border. Then, somewhat disappointingly, it adds that “more work needs to be done” before this vision can be realized.
The plans are laid out in surprising detail. For instance, Gwadar will feature international cruise clubs that “provide marine tourists private rooms that would feel as though they were ‘living in the ocean’”. And just as the feeling sinks in, it goes on to say that “[f]or the development of coastal vacation products, Islamic culture, historical culture, folk culture and marine culture shall all be integrated.” Apparently more work needs to be done here too.

For Ormara, the plan recommends building “unique recreational activities” that would also encourage “the natural, exciting, participatory, sultry, and tempting characteristics” to come through. For Keti Bunder it recommends wildlife sanctuaries, an aquarium and a botanical garden. For Sonmiani, on the eastern edge of Karachi, “projects like a coastal beach, extended greenway, coastal villa, car camp, SPA, beach playground and a seafood street can be developed.”
It is an expansive vision that the plan lays out, and towards the end, it asks for the following: “Make the visa-free tourism possible with China to provide more convenient policy support for Chinese tourists to Pakistan.” There is no mention of a reciprocal arrangement for Pakistani nationals visiting China.

Finance and risk

In any plan, the question of financial resources is always crucial. The long term plan drawn up by the China Development Bank is at its sharpest when discussing Pakistan’s financial sector, government debt market, depth of commercial banking and the overall health of the financial system. It is at its most unsentimental when drawing up the risks faced by long term investments in Pakistan’s economy.
The chief risk the plan identifies is politics and security. “There are various factors affecting Pakistani politics, such as competing parties, religion, tribes, terrorists, and Western intervention” the authors write. “The security situation is the worst in recent years”. The next big risk, surprisingly, is inflation, which the plan says has averaged 11.6 per cent over the past 6 years. “A high inflation rate means a rise of project-related costs and a decline in profits.”
Efforts will be made, says the plan, to furnish “free and low interest loans to Pakistan” once the costs of the corridor begin to come in. But this is no free ride, it emphasizes. “Pakistan’s federal and involved local governments should also bear part of the responsibility for financing through issuing sovereign guarantee bonds, meanwhile protecting and improving the proportion and scale of the government funds invested in corridor construction in the financial budget.”

It asks for financial guarantees “to provide credit enhancement support for the financing of major infrastructure projects, enhance the financing capacity, and protect the interests of creditors.” Relying on the assessments of the IMF, World Bank and the ADB, it notes that Pakistan’s economy cannot absorb FDI much above $2 billion per year without giving rise to stresses in its economy. “It is recommended that China’s maximum annual direct investment in Pakistan should be around US$1 billion.” Likewise, it concludes that Pakistan’s ceiling for preferential loans should be $1 billion, and for non preferential loans no more than $1.5 billion per year.
It advises its own enterprises to take precautions to protect their own investments. “International business cooperation with Pakistan should be conducted mainly with the government as a support, the banks as intermediary agents and enterprises as the mainstay.” Nor is the growing engagement some sort of brotherly involvement. “The cooperation with Pakistan in the monetary and financial areas aims to serve China’s diplomatic strategy.”
The other big risk the plan refers to is exchange rate risk, after noting the severe weakness in Pakistan’s ability to earn foreign exchange. To mitigate this, the plan proposes tripling the size of the swap mechanism between the RMB and the Pakistani rupee to 30 billion Yuan, diversifying power purchase payments beyond the dollar into RMB and rupee basket, tapping the Hong Kong market for RMB bonds, and diversifying enterprise loans from a wide array of sources. The growing role of the RMB in Pakistan’s economy is a clearly stated objective of the measures proposed.

Conclusion

It is not clear how much of the plan will be earnestly followed up and how much is there simply to evince interest from the Pakistani side. In the areas of interest contained in the plan, it appears access to the full supply chain of the agrarian economy is a top priority for the Chinese. After that the capacity of the textile spinning sector to serve the raw material needs of Xinjiang, and the garment and value added sector to absorb Chinese technology is another priority.
Next is the growing domestic market, particularly in cement and household appliances, which receive detailed treatment in the plan. And lastly, through greater financial integration, the plan seeks to advance the internationalization of the RMB, as well as diversify the risks faced by Chinese enterprises entering Pakistan.

In some areas the plan seeks to build on a market presence already established by Chinese enterprises, eg Haier in household appliances, ChinaMobile and Huawei in telecommunications and China Metallurgical Group Corporation (MCC) in mining and minerals.

Gwadar receives passing mention as an economic prospect, mainly for its capacity to serve as a port of exit for minerals from Balochistan and Afghanistan, and as an entreport for wider trade in the greater Indian Ocean zone from South Africa to New Zealand. There is no mention of China’s external trade being routed through Gwadar. Judging from their conversations with the government, it appears that the Pakistanis are pushing the Chinese to begin work on the Gwadar International Airport, whereas the Chinese are pushing for early completion of the Eastbay Expressway.
But the entry of Chinese firms will not be limited to the CPEC framework alone, as the recent acquisition of the Pakistan Stock Exchange, and the impending acquisition of K Electric demonstrate. In fact, CPEC is only the opening of the door. What comes through once that door has been opened is difficult to forecast.
Addendum: Apropos a story titled “CPEC master plan revealed” appearing in Dawn on May 15, Minister for Planning, Development and ReformAhsan Iqbal has said that CPEC’s Long Term Plan is not a project document, rather it “delineates the aspirations of both sides”.
“It is a live document and both sides [China and Pakistan] have an understanding to modify it as per the need besides reviewing it periodically,” Mr Iqbal claimed on Monday.
